Course Information: The purpose of Phase 1 of the Civilian Education System (CES) Advanced Course (AC) is to provide base-line education to upper-level leaders (GS 13-15) of the Army Civilian Corps on Army doctrinal leadership competencies and attributes to lead complex organizations in support of national security and defense strategies as well as the competencies and attributes to manage organizational resources; lead change; inspire vision and creativity; direct program management and integrate Army and Joint systems in support of the Joint Force. The Phase 1 distributed learning prepares students for attendance to Phase 2, the resident phase.

Scope: The CES Advanced Course is centered on a complex and evolving problem scenario (Capstone Exercise) that is designed to achieve the Learning Outcomes by exercising the Terminal Learning Objectives (TLOs) through the lessons developed. The fourteen lessons of the distance learning phase are structured based on upon the two course Learning Outcomes (AC LO 1: Lead a Large Organization & AC LO 2: Manage a Large Organization). Following the introduction, the first seven core lessons focus on the foundational competencies and attributes all Level 4 Army Civilian Professionals must embody. The next four core lessons focus students on developing an enterprise-wide perspective which will be useful in the context of strategic leadership. The final two lessons focus on how the Army runs, emphasizing actions required to develop the future Army, and a capstone exercise which integrates the two course outcomes into a multi-event scenario where students will apply what they have learned in a realistic leadership environment.
