Brigadier General Foley graduated from the United States Military Academy in 1994 with a Bachelor of Science degree and was commissioned a Second Lieutenant in the Infantry. A 2007 graduate of the United States Army Command and General Staff College, he holds a Master of Science degree in Administration from Central Michigan University and a Master of Strategic Studies from the US Army War College.

BG Foley's command positions include Company Command with 2nd Battalion, 27th Infantry (Wolfhounds), 25th Infantry Division, Schofield Barracks, Hawaii; Company Command with Third Regiment (The Old Guard), Fort Myer, Virginia; Squadron Command with 4th Squadron, 3rd US Cavalry Regiment (Stryker), Fort Cavazos, Texas; and Brigade Command with 1st Brigade, 2nd Infantry Division (SBCT), Joint Base Lewis-McChord, Washington. He also served as an Observer/Controller and Plans/Exercise Maneuver Control Team Chief at the Joint Readiness Training Center (Operations Group), Fort Polk, Louisiana; Operations Officer and Executive Officer of 2nd Battalion, 506th Infantry, 101st Airborne Division (Air Assault), Fort Campbell, Kentucky; Aide-de-Camp to the Under Secretary of the Army, Office of the Secretary of the Army, Washington, DC; G3 of the 7th Infantry Division, Joint Base Lewis- McChord, Washington; and Deputy CJ3, DCSOPS, RESOLUTE SUPPORT, Kabul, Afghanistan; Executive Officer to the Commander of United States Central Command (USCENTCOM), MacDill AFB, Florida; Deputy Commanding General (Operations), 101st Airborne Division (Air Assault), Fort Campbell, Kentucky. Prior to his current assignment, BG Foley served as the Deputy Director of Operations, USCENTCOM, MacDill AFB, Florida.

BG Foley's awards and decorations include the Defense Superior Service Medal, Legion of Merit (w/ 1 OLC), Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (w/ SOLC), the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the Global war on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Armed Forces Expeditionary Medal, NATO Medal, and the Afghanistan Campaign Medal. He also wears the Combat Infantryman's Badge, the Expert Infantryman's Badge, the Air Assault Badge, the Pathfinder Badge, the Parachutist Badge, the Ranger Tab, and the Army Staff Identification Badge.
