Army Credentialing and Continuing Education Services for Soldiers (ACCESS)


English Language Testing

There are a variety of reasons why the English Language Test is given. Testing Soldiers to measure their competency in English is done for one of two reasons:

  • Individuals wishing to attain the Active Duty MOS 97E or the Reserve MOS 97L must qualify on an English language test.
  • For Soldiers whose native language is not English, the test:screens for language skills they need to perform their military duties orqualifies Soldiers for English as a Second Language (ESL) classes.

There are two written tests that measure English language skills for these purposes:

  • English Comprehension Level Test (ECLT)
  • American Language Course Placement Test (ALCPT)

Acceptable for MOS Qualification

The Office of the Chief of Military Intelligence and Futures Directorate have verified that both tests are acceptable for MOS qualification.

English Language Program Proponent

The Defense Language Institute English Language Center (DLIELC) is the proponent for the English Language Program. The Chief of the Test and Measurements Division verified the tests are comparable and qualifying scores are the same on both tests.

Tests

Although not Army Personnel tests, the ALCPT are controlled. The DLIELC prefers that Education Centers and APT sites use the ALCPT.

Note:

  • Once released to a test site, the ALCPT involves no further accounting to DLIELC, whereas the ECLT remains accountable.
  • Users of ECLT must maintain TCO orders plus signature cards at DLIELC and send all completed answer sheets as well as quarterly inventories to DLIELC.
