Career Program-31 (CP-31), Education Services, as one of 31 Army professional civilian career programs, provides its careerists with a managed, systematic approach to competitive career development and progression.
This series includes professional positions with duties to administer, supervise, promote, conduct, or evaluate programs and activities designed to provide individualized career-related or self-development education plans
for adults. The work requires knowledge of education theories, principles, procedures, and practices of secondary, post-secondary, adult, career-technical, and continuing education. Some positions require skill in counseling
educational and career development to establish educational and occupational objectives and goals for adults.
To benefit from being part of a professional career program, a careerist should become familiar with the professional development programs, services, and references offered specifically for CP-31 careerists. The
resources tab contains links to programs to assist careerists in successful management of their Army education careers.
The ACTEDS Apprentice Program is the Army's primary means of accessing and providing initial occupational and leadership training to those who will become our future civilian leaders. ACTEDS ensures the
planned development of our future civilian leaders as they progress from the Apprentice level through key positions. It provides a combination of progressive and sequential work assignments, formal training
and self-development similar in many respects to the military system of developing officers. Through ACTEDS, the Army is committed to the development of competent, confident leaders essential to a high-performing workforce.
Apprentice program management has been streamlined considerably by both centralized recruitment and selection in recent years. The following steps generally outline the centralized process for recruitment of centrally-funded DA Apprentices:
The training for all CP-31 Education Services Apprentices is a combination of formal training and rotational assignments to acquire the basic competencies needed and application of those competencies in rotational assignments.
The Master Intern Training Plan (MITP) is a comprehensive plan which outlines the core subject matter education services Apprentices should know by the time they reach their target grade. It links the competencies or Knowledge,
Skills, and Abilities (KSA) required to perform at the journeyman level to the means for acquiring those competencies. It is applicable to all centrally- and locally-funded career Apprentices in CP-31. The MITP for each Apprentice
is divided into phases. These plans are intended for Apprentices entering directly into the career series at grade GS-1740-5 for a target position as a Guidance Counselor at the GS-1740-9 level, and grade GS-1740-7 with a target position
of GS-1740-11 as an Education Services Specialist. The CP-31 contains multiple MITPs specific to each Command. Each plan covers core competencies all entry-level education services careerists need, plus the competencies needed for their
functional area. ACES Apprentices may be assigned to HQ ACES, IMCOM, Army National Guard, U.S. Army Reserve, MEPCOM and USAREC. Currently, the MITPs are under revision and example MITPs can be viewed on the CP 31 milSuite page:
CP-31 periodically recruits new Apprentices for vacancies in the United States and around the world. The announcements for these guidance counselor and education services specialist positions, entry level professional,
can be found on USAJOBS.gov.
The ACTEDS Plan is an extremely valuable tool to help careerists improve their competencies so they can assume new responsibilities. It should serve as a road map for careerists as they work with supervisors and mentors in
developing their fullest professional potential. Professional self-development is an important responsibility for every CP-31 careerist. As a comprehensive road map to support and guide career development,
the ACTEDS Plan for Education Services Career Program-31 has been extensively revised to reflect the new competencies required to groom our professional careerists to be tomorrow's leaders. Its primary purpose
is to provide Army civilian employees and supervisors with a logical, visible framework for developing the technical, managerial and professional competencies required of Army educators. It covers in detail all
aspects of career planning and progression for the Education Services in the series of GS 1701, 1702, 1710, 1720, 1740 and 1799. It contains specific career track charts and identifies optimal points to transition
between career tracks as well as recommended paths for moving to key positions at the major command and Army headquarters level. The plan also prescribes the policies, procedures and responsibilities for developing,
implementing and executing this program. Professional self-development is an important responsibility for every CP-31 careerist. As a comprehensive road map to support and guide career development, the ACTEDS
Plan for Education Services Career Program-31 has been extensively revised to reflect the new competencies required to groom our professional careerists to be tomorrow's leaders. Its primary purpose is to
provide Army civilian employees and supervisors with a logical, visible framework for developing the technical, managerial and professional competencies required of Army educators.

Personal Information. Information about an individual that identifies,
links, relates, or is unique to, or describes him or her, for example, a social
security number (SSN); age; military rank; civilian grade; marital status; race;
salary; home/office phone numbers; other demographic, biometric, personnel; medical;
and financial information, etc. Such information is also known as PII (that is,
information which can be used to distinguish or trace and individual’s identity
such their name, SSN, date and place of birth, mother’s maiden name, and biometric
records including any other personal information which is linked or linkable to
a specified individual). This information can be in hard copy (paper copy files)
or electronic format, stored on personal computers, laptops, and personal electronic
devices such as blackberries and found within databases. This includes but is not
limited to, education records, financial transactions, medical files, criminal records,
or employment history.
PII Breach. A loss of control, compromise, unauthorized disclosure,
unauthorized acquisition, unauthorized access, or any similar term referring to
situations where persons other than authorized users and for an other than authorized
purpose have access or potential access to personally identifiable information,
whether physical or electronic. This includes, but is not limited to, posting PII
on public-facing websites; sending via e-mail to unauthorized recipients; providing
hard copies to individuals without a need to know; loss of electronic devices or
media storing PII (for example, laptops, thumb drives, compact discs, etc.); use
by employees for unofficial business; and all other unauthorized access to PII.

Army Regulation 25-1 prohibits the posting of documents or information protected
by a copyright on Army websites without the permission of the copyright holder.
Licensed use. A license is a contract which identifies the terms under which the
Army can use a copyrighted work (e.g., can use my painting on the Army website for
a period of 6 months, but not for any other purposes). There is no required format
for a license and different licenses will vary greatly in their terms. At a minimum,
the organization which receives the license should file a record copy. This will
vary based on the scope of the license and intended use of the copyrighted work.
For example, Office of Chief of Public Affairs might keep track of any licenses
which allow use of a copyrighted work on the Army website, but a battalion might
keep track of a license to use a copyrighted work in a locally distributed document.
Use of information in these resources is governed by the U.S. copyright law, as
well as individual database vendor agreements. According to the fair use clauses
of U.S. copyright law, you may cite short excerpts in papers and reports for classroom
and other academic uses if you also cite the source of the information (e.g. journal
